Not only district has one of the highest paid superintendants and one of the highest PERCENTAGE tax rates, it is one that is THE MOST far out away from technology compare to surrounding school districts and probably the only one with so many schools scoring in 50s...

As far as I concern, cut those programs... Give at least one school to non-profit or charter ogranization to run
