Hi, i have a question for lawyers. I am permanent resident, can my husband apply for green card, or he must wait when I will have a citizenship?

As a permanent resident, you are eligible to file an immigration petition for your husband at any time, and he will eventually get permanent residence. However, there is an annual quota for immigration visas at this particular immigration category. Currently, the waiting time is a couple of years. All this time (till the immigration visa number will become available for your husband) he must reside outside the United States, or he can be legally present in the US using some non-immigrant visa (like student or work visa).

in case if the husband remains illegally in United States, but his petition is approved and he gets notification of visa availability, what to do in this case?

It seems to me that nothing can be done in your case, since an adjustment of status for your husband will not be processed due to his illegal stay. If he will leave the US, he will become inelligeble to return back for 10 years. The only solution is to wait till you'll get an american citizenship. Spouses of american citizens are excluded from this rule.
